As to ‘who cares’… well… nobody should as long as the sentence is well received (meaning a thought is transported from one spongy mass of grey matter to another).
Per the grammatical rule, you use ‘who’ when you’re referring to the subject of a sentence (he, she, etc), and ‘whom’ when referring to the object (him, her, and so forth).
